How can I set or see my frame rate?

Frame rate can be calculated by finding out the number of frames that has been drawn in a given time limit. To see the frame rate you have to use the ID3DXFont object to draw the current frame rate to display buffer.

The frame rate depends on the parameter set to presentation parameter structure during createdevice. The D3DPRESENT_INTERVAL_DEFAULT member of D3DPRESENT_PARAMETERS or the D3DPRESENT_INTERVAL_ONE member of D3DPRESENT_PARAMETERS is nearly equivalent. They perform similarly to COPY_VSYNC in that there is only one present per frame, and they prevent tearing with beam-following although frame rate gets limited to the screen's refresh rate.

In contrast, the D3DPRESENT_INTERVAL_IMMEDIATE member of D3DPRESENT_PARAMETERS will attempt to provide an unlimited presentation rate. So depending on which parameter you have used to set the presentation structure your frame rate may vary.
