Creating Bootup Disk in Win XP

I had created a BootUp disk in Windows XP Professional Edition(by rightclicking on the 'Floppy Drive' icon and then 'Format...').When I try to boot my system through that disk CD-ROM drive is not accessible. But this is not the case when I create a BootUp disk through Win98.

Moreover,I can't even access one of my Partitions in my Hard Disk.
Please help me in this regard.
