Of course you can. Let's say PC with internet connection is called PC1. This PC has one network card (NIC) that is connected to some sort of high speed modem (DSL or Cable for example). The other PC is called PC2 and has one NIC. If all you want is to connect these TWO computers, all you need is one more network card for PC1 and so called CROSS-OVER cable.
Make sure that this card is configured like: IP address: 192.168.0.1 SubNet Mask: 255.255.255.0 Be sure to make this settings for NEW card and not for the existing one that is connected to Modem. Note: Address and mask settings are changed by entering control panel/networking. Click on TCP/IP of the new card and then click on properties...
Assign following setting to the network card of the PC2: IP Address: 192.168.0.2 SubNet Mask: 255.255.255.0
That's it. You should be able to share files or printer or internet connection (there is internet sharing integrated into windows). Internet sharing software is called proxy server. it allows multiple PCs to connect to internet through one PC that has internet connection (ANY type of internet connection: Dial-up Modem, Cable, ISDN, DSL, T1, T3 ...).
If you don't want the software that comes with windows or your PCs use older versions of windows that do not have this, that's not problem. You can always download one from internet. Some are comercial, some are free. One that is free and very simple to setup is for example AnalogX (www.analogx.com) It is about 0.5mb and instals in second or two. Once you start it change BIND setting from "disabled" to "192.168.0.1". This will make your small network secured.
Then go to the PC2 and start internet explorer, click on tools/options/connections/LAN Setting. Make sure that box "Use proxy server" is checked. Type in address 192.168.0.1 and port 6588. (Note: On most proxy servers ports can be changed but this one is simple.).
Click on OK and visit you favourite website. Everything should work now...
If you have more PCs you can just repeat process for all of them by incrementing last number of the IP address while Mask must be the same (eg, 192.168.0.3, 192.168.0.4 etc. but all with same mask 255.255.255.0).
In this case you should use HUB and normal cables (not crossover).
If you are looking for other proxy servers search for keywords like WinGate, WinRoute, WinProxy, Proxy...
