Shell Program for Excel

I am new to VB and VBA and am wondering where exactly is the dividing line between the language and the apps in both cases.

I wish to create a shell program to operate upon spreadsheet data in Excel. Is it possible to create a standalone executable program (which opens Excel) to do this or must all VB code be executed from within Excel to work on Excel data?

If the former case is correct, what are the basic commands for:

a) Executing Excel
b) Loading an Excel spreadsheet *.xcs

Any comments would be most appreciated.
