My fault, probably - I forgot an "s". It was ChangeDisplaySetting[b]s[/b].
In VB, you should declare a DEVMODE Type, replacing DWORDs with Longs and shorts with Integers, then pass it ByRef as first parameter to ChangeDispaySettings. As for the various constants, you can look them up in the C++ headers that come in the Platform SDK - just use the Windows "Find files", and search for the constants - they are text, after all.
Some of the examples are a bit flaky (comment problems), but it's a handy resource to have...
