How to set the attributes of the tags or the properties globally, so that the other html files can have the same attributes set. That is, how to set deafult behaviors for the html tags.

  • The short answer is, you can't.

    However, you can do almost the same thing with CSS. In theory, you should use HTML for the structure/content of a site and CSS for the presentation. That makes it easy to change the layout any time you want. It can't be used for some things like href, src or anything which doesn't affect the presentation, and certain browsers (IE, mainly) may not display everything properly without some obscure fixes, but it shauld be worth your while learning.
