A PDA works like a very light computer: RAM memory, non-volatile drive (flash/disk drive), operating system, etc. Applications can be installed and removed easily. PDA's are designed to perform a multitude of tasks (potentially everything a full computer can do).
Embedded firmware either is literally burned into the chip, or are placed on a EPROM. Embedded applications often have very little RAM (few kB) and very little room for code (few kB). Embedded firmware is designed to perform only 1 task and can only handle certain input and output.
