A Rathar Sticky Wicket in VB (involves windows graphical fun)

I've decided to make a program much like Windows Blinds within the VB programming language. The only problem is, I have no idea how to change the graphical user interface (GUI) of windows. This involves changing the startbar appearence, the Window appearence, and the icons of Windows. The icons are the least of my worries as there are already many programs that can do that, however, I am unable to find any resources or help on changing the essential graphics of windows.
