Javascript Form

I am a very new user to Javascript, in fact I didn't even know what it was until about 6 weeks ago. I am currently in college (online) and I am having difficulty with one of the examples from the book we are studying. I think I have gone through all the steps and put everything in correctly but what I am trying to learn how to do isn't working. The part of the code I am having difficulty with is a checkbox that is supposed to copy code from already entered data onto another form. Basically the user would enter shipping data on one side and if the billing data is the same they check the box and it is supposed to copy over. Key word here is "supposed" it's not happening. Any help at all will be greatly appreciated.
