If mcisendstring is recording at a frequency of 11 khz, does it mean that mcisendstring is recording at every time interval of 1/11 khz ? So when playing back this particular .wav file , the time interval of playback rate is also 1/11 khz ?

A Wav file should be played back at the sample rate per second. If you were dealing with a 11 khz mono sound, you would need to send 11000 bytes to the sound card. (11000 samples) Stereo would be the double the bytes, but the same number of samples.
