Standard Descriptive Statistics for Java

This class contains simple descriptive statistics for Java and
contains only static methods. No instances of the class are
needed. This class will be expanded as I have the time and
interest. This class throws all exceptions encountered. The
number of elements in the passed arrays of doubles must not
exceed the maximum value of int.
