Miracle C Compiler runs under Windows (95/98/ME/NT/2000/XP) and
compiles for the command line. Provides a multi-window
development environment with integrated compiler and linker,
and online helpfile documentation. Source code to the compiler,
preprocessor and linker is supplied upon registration, enabling
the user to modify and customise it.

Good shareware C-compiler (not C++!)

found ít good for my beginner experience of the C-language. Though target is command line, it helps a lot that the IDE is Windows-based. Pretty good for learning C, assuming you have your own reference-texts for the C-language. As I understand it is mostly ANSI-C compliant, though some exceptions from that exists.
