Doxygen is a cross-platform, JavaDoc-like documentation system
for C++, C, Objective-C, C#, Java, IDL, and PHP. Doxygen can be
used to generate an on-line class browser (in HTML) and/or an
off-line reference manual (in LaTeX or RTF) from a set of
source files. Doxygen can also be configured to extract the
code-structure from undocumented source files. This includes
dependency graphs, class diagrams and hyperlinked source code.
This type of information can be very useful to quickly find
your way in large source distributions.

I use it to create Java documentation in MS Word format.
It can use Javadoc Tags
But it can also generate HTML, LaTeX, XML and many other formats.
Best of all: It's Free!!

Doxygen allows instant generation from legacy
systems, as well as extracting structured
comments to add information, references, etc.

Given that it is also free, there is nothing
that can beat it.

One caveat: It does not support K&R-style
function definitions, though the author is
actively seeking help to support this.
