2 algorithms - the "reduce" function that reduces any fraction
into lowest terms, that is the numerator and denominator have
no common factors other that 1. The "dec_to_frac" uses the
"reduce" function, and converts a decimal number into a reduced
fraction, with two integers representing the numerator and
denominator.
