Tfilesysmonitor version 1.0 Vcl component

The TFileSysMonitor component uses a derivative of the TThread
class to monitor the file system. Even though the 32-bit APIs
allow this to occur without much process overhead, I did this
to ensure that the component takes as few processing cycles
from the main thread as possible. This is important
