Trivial math functions written poorly

The math routines presented in this library are trivial and to make matters worse the code is rather shoddy. And by the look of it, the library seems to be written by a C programmer who just recently discovered C++. For example, structs instead of classes and global functions to add two numerical types instead of overloading operators? Doesn't make sense at all.
A funny piece of func. decl. without implement.

I have found only function declarations, i.e. heder file, but NO function implementations. I do not understand why this peace of art is in programmersheaven.
