Is a small utility program which sets the timestamp of one or
more files to the current or specified time/date. It is useful
as a method of forcing MAKE to recognize a file as "changed",
even when it has not. With C source.

Does not seem to work with long filenames under windows.

Definately a must have for makefile users. Not as useful if you use an IDE, but handy to have. Wonderful for tricking programs into thinking your fully up to date.
