Capable of loading bitmap (*.bmp) files with 16-bit, with indexed format

Capable of saving the image in bitmap format; these files can also be viewed using any other image viewer/editor capable of reading bitmap file of 16-bit color depth, in indexed mode.

Good, could have incorporated little bit of extra tools (cut, copy, paste, invertion)...
