Tool to test tcp/ip connections

Posted a 'new message on the Quality & Testing forum.
All I want is a simple program that I can run on two computers. Have one computer send a string to a certain port through tcp/ip, and have the other computer listen on that port and display the message. There has to be a simple tool out there.

I need it because I want to be able to test the programs I write to see if they can send and receive commands properly. Anyone know of any?
I'm aware that a web app by itself often has to run in a sandbox, but is there a way to integrate it with a locally installed application, so that the web app could activate the local app and get it to do things like analyze the directory structure, copy files, etc? If so, what languages/libraries should I look in to?
