Well, it's a pretty large project i'd say. First of all you'll need the pure hardware - a server. What kind of connection to the internet do you have?

Even the most simple one demands that you have the project stored and running on a server. You can install a server software on your computer and use it as a server. The easiest way to achive the goal then is to let your machine be connected to the net 24/7.

Also, i'm not sure if it will do you any good - there are a number of already made forums that you can use. Some of them are most likely free/open source code so you might as well as copy one and then redo it to be "yours".
