I'm sure a lot of people would like one. Delphi's a GREAT language to make Win32 apps on the fly. VC++ is, well.. a bit more in depth..<p>
I don't think one exists, in fact there aren't a lot of language -> language converters around.<p>
You may look into a pascal -> C/C++ converter since Delphi uses Pascal syntax.<p>
