3DO is a gaming console. Why use it for anything other than games? Maybe you could probably use it to watch some old VCD videos, if you made the software for it. Maybe there is a Linux distribution for it since there is for pretty much any piece of computer hardware.

For Sony PlayStation, you are to spend 1000's of dollars to get special development hardware like a special PC and console for testing your games. I'm sure 3DO is similar. This development system would come with all the information you want about developing for the console and tech support from the 3DO company.
As for programming languages, I have a very strong suspicion that it is basically any compiled language you want. The important thing with any software is the final executable binary code and data. There must be a c or c++ compiler for it. As soon as you have an assembler for any platform, you can pretty well use the highly portable GNU Compiler Collection(GCC) to program in many languages from c,c++, Pascal, Basic... and compile them to that platform.
