Creating an AppBAr (Docking Window) for in linux

Hi ya all,
Am new on this site and welcomes are in order. Been doing quite a lot of windows programming but now am forced to move to Linux to do a certain project of mine. Now, I need to create an App Bar for Linux just Like the windows task bar. It should be able to dock to one side of the desktop and everything else should give way including the desktop icons and any other windows so it's not an 'always on top' kind of thing. No window should be below it. Can someone point me to how it's done? Windows uses some API to register the app bar, what about Linux? And while we are at it where can i get good material on Linux programming in general and programming it's API in particular?
