Does anyone know if you can use PostgreSQL and VB.NET? If so, does anyone know if there is a web page that I can get syntax for using them together? Thanks

Yes you can use PostgreSQL with .NET.
For that you have to just add postgresql driver and add it from the component manager from the control panel.
