Error 1920. Service ABC (ABC) failed to start

I am getting Error 1920. Service ABC (ABC) failed to start. Verify that you have sufficient privilege to start system services.

I know for sure that I have sufficient privilege to start the services. In fact, I was able to install two months ago, but decide to remove it. When I try to install again, I keep getting Error 1920, any idea in resolving this issue please?

thanks
Uninstall/Reinstall Error for Windows Service

This only happens on one of our clients machines. I noticed a problem where the windows service would hang and I couldnt restart or stop the service without killing the process first. the windows service won't disappear in the service list, even if the application is uninstalled and the service is manually uninstalled and the registry entries are deleted. I restart the computer and everything and it is still listed. so i reinstall our app, and manually try to uninstall the service again and the error i get is:

"warning: the source <example> is not registered on the local machine.
Service <example> is being removed from the system...
An exception occurred during the uninstallation of the System.ServiceProcess.ServiceInstaller installer.
System.ComponentModel.Win32Exception: the specified service does not exist as an installed service an exception occurred while uninstalling. This exception will be ignored and the uninstall will continue. however, the application might not be fully uninstalled after the uninstall is complete. "

I then reinstall and get the following error:

"An exception occurred during the install phase.
System.componentmodel.win32exception: the name is already in use as either a service name or a service display name.

The rollback phase of the installation is beginning.
etc etc
The installation failed, and the rollback has been performed."

how do i get around this to get the service to work again and install correctly? Any ideas would be greatly appreciated!

remote, terminal or domain???

I've got a server running Windows 2003 standard and several XP pro workstations. Now, it has been set up so that a user can log onto any one of the workstations and access their personal documents, email, settings etc. I need to add another XP pro workstation and a new user as well. I'm pretty much new to networking. How do I know if I'm set up for terminal services or as a domain or using a remote setup. When I tried to add a new user in the Active directory the logon name was "userA@servername.org". and when setting up the access in the Member of tab again I found something which leads me to believe it is setup as a domain: "servername.Local/Users". However when I attempted to log on the new user I was told that a roaming file was not found for the user. Does this mean that the workstatins are set up to use roaming profiles? I'm really confused and the more I read the more confused I get. Just need a push in the right direction. Thank you.

Quality Of Service

I have recently installed windows 2003 server, and have set up a vpn for exchange access for my father. The problem is that I use my connection 24hrs for uploading/downloading files with emule (pretty much using up my entire connection), however I want this to impact the quality of service that my dad gets when he connects to the vpn as little as possible. Is it possible to do either:-

a) Have some sort of program run when somebody connects (and discconects) from a vpn connection. This would allow me to script the emule web server to limit emules bandwidth down to a minimal level on connect and then limit it back up again after a disconnect by my father.

b) Set up quality of service so that the vpn gets 50%+ of the available bandwidth when it's connected (basically prioritizing connections on the vpn ports) or by giving bandwidth prioritisation for my dad's user account.

The internet connection goes through a cheap adsl router (SMC7401BRA) and connects directly to the server. The local network is connected through a seperate NIC on the server. The VPN needs to give access to Exchange Server and any network shares on the server itself.

Thanks for any help on this matter.
