What windows API functions give
me access to read sectors
directly of
HDD or CD/DVD-ROM?

Or access to ide controler functions?

It's an old Win32 FAQ.
Ask on Win32 group http://tinyurl.com/yjy3ajr
(since 1995 for 32-bits...)
