In my experience you don’t need to design a program, although I could have a go for you as I’m familiar with programming software. MicroSoft already has an application in its MS Office package called MS Access, this is a database software, I use this every week at my small I.T. Business. Unfortunately the MS Office software is expensive unless off course you know someone whom can loan you the software to install on the shelters computer(s). So I would like to recommend a free office application which is similar to MS Office called ‘OpenOffice.org 2.0’ it includes their version of Word, Excel, Access and other apps, tutorials are available on the web
