How the heck do you get more than 16 colors on the screen at a time?

You don't. Each screen mode has its limitations. If one screen mode has only 16 colors, live with it.
Screen 13 has 256 colors available.

But isn't there some kind of assembly routine (or something) that will let me have high resolution and 256+ colors?
