Usually it is pretty hard. First you need to know the specs for the level's file format, then you have to convert it to data within your program, and then you have to make it so you can modify that data. Unless you know the specs for the file format you're going to have a rough time figuring out how to edit it, in fact I'd say it is practically impossible.<p>
