I created my first CSS and implemented it onto a website, is it possible to set the back ground colour in the CSS also how can i make the font size change according to each user (In IE View >> Text Size >> <Size of your text>

Here are a few sites to check out. For what you are wanting to do, the first site may be best to look at first. The other ones are general CSS sites. The first one tells you how to make a user-controled css.
