Are there any programs out there for Windows that when you save a website, all that site's links are recursely saved as well? i.e. a web-mirroring program.

WebZip, I've never used it myself, but I've been told it works, you can probably get it at www.download.com or www.zdnet.com

or you can make something available off-line with explorer.
