In using DBI, can you send PL/SQL or statements using cursors
in your prepare statements and execute them successfully?

There is some stuff on cursors in there...I think that they are not supported directly, but there is some kind of support.

What is T.O.C.? I haven't actually got any plans for speaking over in the US so far this year...

Let me know the next time you plan on speaking in the US, if it's near by I might actually go to it.
