In using DBI, can you send PL/SQL or statements using cursors
in your prepare statements and execute them successfully?

The DBI docs are the place to look:

There is some stuff on cursors in there...I think that they are not supported directly, but there is some kind of support.

What is T.O.C.? I haven't actually got any plans for speaking over in the US so far this year...
