I've been surprised a lot when I saw the top banner displaying an advertisement to an Italian site! (I'm Italian, and have IE Italian version) How did the banner detect the language?

I am not 100% sure how they do it in this case, but I guess it is either via your IP adress or by the information that your browser sends (or a combination). I think the browser sends some language / country information in their requests.
