i need to read and write through the serial port, or any other port to an outside device, with no drivers. i just need to know what any pin mean, and how can i send it data(to each pin).

Techically, you're not really interfacing with the pins, you're interfacing with the controller.

If you read the section in Art of Assembly, it pretty much explains RS-232 com ports (in chapter 22) and (parallel in chater 21).

And as for the file PORTS.txt file, it is just a list of somewhat standard ports on the IBM PC, for reference.
