md tmp

copy C:windowssystem32configsystem C:windowstmpsystem.bak

delete C:windowssystem32configsystem

copy C:windowsrepairsystem C:windowssystem32configsystem

In most cases, you will be able to resolve the issue by following the above given measures. But, if the above measures fail to resolve your issue, then the only way to resolve the problem is to re-install Windows XP. While re-installing allows you to reboot your system, it also erases all the pre-existing data from your hard drive.
